Three fishes coat of arms on 1903 spoon?

Hi,

Does anyone recognise this crest or coat of arms. It is from an art nouveau William Hutton and Sons spoon marked for London 1903, making it all the more unusual. It is very close to the Kingston upon Thames coat of arms, except that has a K not an A on the shield.

Hi,

I've seen the Kingston upon Thames Arms with a 'K' and and and an 'R'. This looks like an 'R' to me.

Apparently the 'R' is for 'Regis' indicating a Royal Borough.
