help identifying country and maker please!!!

ive really no idea about these marks.obviously one is the maker who i have no idea about,the other i havent a clue what country it relates to so all help is appreciated.

We are in Austria Hungaria. Arond turn of the century.
There is a womans head within the stamp. That means the double monarcy (spelling ?)
The A is corresponding to Wienna
Then there is a figure. I cannot see which, but 3 is corresponding to 800/1000 (800o/oo)
2 is better and 1 is 950o/oo i think.
A is in front of her mouth.

Hello, maker is Friedrich Draxler. Practically nothing is known about him, except that he was active in Vienna around 1900. Best wishes, Bahner
