Wilcox Silver Plate Co. 1800's VERY Unique Engraving?

Hello All,

Just wanted to post this Silver Plated tray with a VERY unique engraving. It seems to be of Lady Liberty with two Native Americans. Specialty made, or one off engraving?
Also, my guess it's from approximately the late 1800's.
Very unique tray, any information on it would be greatly appreciated!!! Anything...

Only one registry granted on that specific date for that firm. Patent #207,475 granted August 27 to Wilcox Silver Plate Co. with assignor Babbitt for item listed as "Waiter". Perhaps actual description or drawings might bear out details.

So, might the design relate to something of nationalistic pride like a seal (territorial?)??
