Nationality if possible please and is it silver?

Hello.
I have a feeling this caddy spoon is either Dutch or German because of it's style. I'm not sure though so have posted here.
It has "LES HALLES" over "YPRES" on the handle so is probably a souvenir.
It does feel like silver though the only marks I can find are a number 1 next to what I can only describe as a penguin, possibly a rabbit!

Hi,
Les Halles, a medieval commercial building,in the Belgian town of Ypres was the site of major battles during World War I, and was almost completely devastated by German bombing in 1915.

The marks are most likely silverplate marks.They are not consistent with any Belgian solid silver marks as far as I can tell.

I think plate is more than likely. Is it possibly and import into Belgium though? Just wondering. Maybe I should move this question to the silver plate section.

Pewter is what I was going to say, sometimes pewter really does look like silver, and I've come across a few pewter hallmarks which were animals. :::::

Hi,
Believe it or not but it is really solid silver.
Makers mark in Belgium are shown solid silver as a barrel and silvered in a square
1,2,3, and 8 represent the silver content (925 835, and 800) 1 and 3 equals 800
It is not officially approved, which is also not mandatory.
Even Delheid works with these marks
Take advantage of it, because most people don't know this and ignore it

Had forgotten to mention that this related to the period 1942 to the present.
But in the previous period this was done exactly the same
