Asian silver spoon - China?

I believe this spoon is most likely silver plate because of the green spots inside the bowl and on the handle, but I am not sure. I know very little else about it. The spoon measures 6-1/4" in length. There are some faded marks on the reverse of the handle near the tip, including a 5-pointed star with a worn symbol inside. There is also some type of writing inside the bowl. Finally, there are etchings on the front of the handle. I have looked at the Korean page, but cannot seem to match the marks.
