Can anyone help identify the country of origin for this inherited brooch please?

We know very little about it and would like to be able to find out how old it is. I've looked through the images on the website and can't find anything similar - if we had an idea of the country of original we could possibly work out what the "R" date letter represents.

It was imported to London in 1991 (date letter R) by JL (sponsor`s mark, i.e. importer), unknown to me.
