Is this an antique ... roach clip!?

Hello all! I hope everyone is keeping well in this unusual timeline.

I got this thrown in with a lot of various cocktail paraphernalia. It's about a 1.5" long and doesn't seem like it would be useful as an olive grabber or similar. I'm sure it's not actually a roach clip, but does anyone know what it is? And where/when it would have been made? Only marks are the lion passant and the C in shield.

I believe it is a part from a table lighter which holds a piece of wadding. This is sits in the container of fluid and is removed and lit by the flame burning on the top of the lighter, then brought up to the cigar/cigarette to light.

There is a very similar example of one currently online for sale however showing or linking to it is against forum rules. If you google "Large Victorian 1891 Solid Silver Military Officers Mess Grenade Lighter Rare 3 Flame" you will find it.

Makes sense what SteveDWollongong said;lack of full set of marks indicates it was part of a bigger item.
And the form of the handle (flame) looks like something to be inserted into a container.
