Unusually marked marrow scoop

This marrow scoop is stamped four times with the mark of Thomas & William Chawner, I know that silver marked with the makers mark only is not uncommon and the possible reasons for this have been discussed on here before. What I find a bit unusual on this piece is that the final mark is a different punch, I wonder what the reasoning behind this was, any thoughts?
