Small Sterling? Creamer?

I recently acquired a shipment of mostly holloware pieces, possibly all silverplate. There are a couple of pieces, though, this one in particular, that make me wonder. It has the look of sterling or coin to me, but I am certainly no expert on solid silver pieces. Unfortunately, I cannot find any markings on it, and the spot where the maker's mark most probably was, is gone (see the underside photos). I don't see any plate wear. The bead work on the sides seems a bit crude, which leads me to think it was hand done. I am not equipped to do a specific gravity test on something this size.

Just to give you an idea as to size, it measures about 4-5/8" in height. It came with a cover taped to it, but I'm not positive it goes with it -- my guess would be no.

Any ideas?
