F & B Gilt Sterling

I have a locket from F & B coming that I ordered. It dawned on me after the fact a question.....
It's hallmarked F & B with the flag and "sterling". However it's def gilt gold.
Is it safe to assume it's sterling under the gold, or was the F & B Sterling hallmark standard, something they put regardless, even if it wasn't sterling????????
I'm really hoping it's gilt sterling and not brass or something.

I cant find another gilt product of theirs with this same hallmark, they have the more modern F & B without the flag and no "sterling" after/ underneath.

I’ve since found a few gilt silver Victorian lockets different maker but still assayed as silver so maybe it’s common practice

Thedore W. Foster (Foster & Bailey) were a reputable manufacturer, I see no reason whatsoever to doubt the marking of the piece.

Hi,
F&B in a flag mark was used by both Foster & Bailey and later by Theodore W. Foster & Brothers.
The history of the company:
White & Foster from 1873 to 1878.
In 1878 the name became Foster & Bailey.
From 1898 to around 1951 they were called Theodore W. Foster & Brothers.

Yes I'm pretty sure I believe it's legit F&B. I wasn't sure if it's considered standard to mark silver gilt as "sterling silver". It's their only gilt locket I can find that's also marked "sterling".
