It really looks like Romanian crown and the spoon itself is reminiscent of several Romanian spoons we have seen both here and in real life.
The problem is the crown mark was used in Kingdom of Romania after 1905, i.e. later than 12 Loth fineness.

Hello!
I agree with
AG2012 - the crown mark in Romania has been used since 1926, and at that time the fineness 12 lots was no longer used.
Maybe this is not a crown, but a fortress gate? For example, the Torun in Poland had a similar town mark.

Based on what we have seen in Austria-Hungary, the form is Biedermeier or later, Romanian spoons being more decorated in this rather typical manner.
