Apostle Spoon: French, Pseudo, or other Hallmarks?

Trying to identify the hallmarks on this spoon. Fleur de lis, an "N" and a "13". Not sure what country this is from or the makers - best guess was either some French/French associated country or Pseudo-hallmarks. The hallmarks are located on the front near the top of the spoon bowl. It also has a shield on the handle, which perhaps may also indicate origin?
