Yes, it's British - more specifically English as that is a London hallmark for 1999 and 14 carat gold. The maker/sponsor, RJT (or possibly RTJ where J could be for "Jewellery"), is not known to me.

This is very interesting given that the ring was advertised as being from the 20s-30s (art deco). I did not see anything art deco about it, but I liked the ring. I was hoping that it would be older, but, still, I appreciate its design.
