Interesting and unknown silver mark

Hello,

I recently saw this marking on item in Ireland.
I know pretty well UK marks, but Ireland no so well.
And I cannot find any irish maker with this mark.
Can someone help for its identification.

That's one of the sets of marks used by Thomas Harwood of Birmingham. The item will be plated.

I didn't see typical abbreviations of EPNS or A1, so I didn't thought it was plated.

This may well be an example of close-plated work, the predecessor to electro-plate.
