Identify Maker’s Mark Swedish Creamer, 1817

I've been combing the internet, but I can't identify the maker of this little Swedish creamer.
I believe hallmarks 2-4 denote Stockholm/Sweden/1817. I can't find the Maker's Mark listed anywhere.
(Could it be because Norway & Sweden united in 1814? Perhaps this is a Nowegian mark??)
Any insights would be greatly appreciated!
