Anyway it is made in: Ювелирно Часовая Мастерская in Ташкент (Jewelry Watch Workshop in Tashkent (Capital in Uzbek Soviet Socialist Republic) 1958. It is a СТОПКА (Stopka is a small traditional Russian vodka cup).
