РГСЛ (Latin RGSL) is a Russian maker's mark. Unfortunately I don't know whose mark it is (too new). Anyway, sterling silver made 1994 - up to date. Unfortunately the letter behind the kokshnik is "bad". It would have shown the town.

The inspection works in three regions and four republics. I think that looking for a modern manufacturer is not a simple and not very necessary thing. Only if someone really needs it for some reason.
