Elkington Skewer, What is the crest like terminal?

Hi all.
I feel I have seen this double dolphin like crest before but for the life of me I can not remember whats its for, does anyone know?

I think it could be just a symbol of Poseidon/Neptunus and purely decorative. The similar symbol can be found in classical Greek imagery and it's featured for example in coins (both ancient and modern).

I think it's the crest of an institution of fairly long standing as I have now seen an identical crest, also on a silver skewer, dated 1850.
