My only guess is that it came from Germany or NYC. I still have had no luck searching for this maker mark.

Wow! I thought it was a wreath lol. The wings don't exactly match up. Is that normal when stamped?

They were active for more than half a century; there was certainly more than one punch to mark thousands of pieces. In a word, one cannot expect perfect match of every feather in every mark.
This is Meriden, no doubt.
