Hammered 800 tray of unknown European origin

I came across this 800 tray, and I cannot identify the country the hallmarks came from. It is marked 800 twice, and also a hallmark that says either "33R" or "33P" inside a cartouche. First, I thought it could be Italian, but the Italian provinces are all two letters, not one. I'm also not sure if this is solid silver or silver-plated, even though it appears to be hand-hammered. I suppose the 33R/33P could also mean that 33 grams of silver was used to plate the item, which is of considerable size at 11.5'' x 9''. I also couldn't make out any maker's marks, which is bit of a red flag. At this point, I'm just not sure, and have come to the forum experts for advice.

Admins, please kindly move it to the correct forum as appropriate, once country of origin has been identified.

The images are below. Thank you in advance.

Hi,
It is Italian mark used 1944 - 1968 (partially struck). The number 33 is assigned to the maker. The province should have two letters, but here only the first letter is seen; there are too many provinces codes starting with P, meaning it`s impossible to identify the maker unless you decipher the second letter after P.

There are only three Italian silversmiths whose mark begins with 33 P

What about Pisa, Pescara, Perugia, Pordenone,Pistoia, Prato ?
No makers with 33 or assay offices were abolished ?

Hi AG2012,

By the time the old style punches had fallen into disuse, only PA, PD, and PV had registered makers that exceeded the number of 33.

Thank you for all the responses. Given this information, can I safely assume that the marks are legit?
