The makers mark is cyrillic B.? (it is quite impossible to guess the second letter). The town mark is Moscow.

The "maker's mark B? (? could be 3)" is punched on the hallmark. That is suspicious/strange, because when an object was brought to the assay office it had to have a maker's mark already punched

I believe the second picture shows how the assayer mark has cut through the makers mark so the order would be then correct so just some sloppy marking by the assayer.
