Austin of Erie with Additional Pseudos

Jeweler & Silversmith Thomas Merrill Austin @ 108 Cherry in Eire, PA. Known to operate around 1840 onwards, but silversmith credit dropped in later era listings with jeweler retained. The pseudos [Arm/Hammer/Crown/Lion Rampant] seem to be identified as NY (wholesaler?) of circa 1830. Spoon is tipped/tipt on front. Why would a working silversmith need to buy work from another maker...presumably during his early era?
