900 in lozenge. What country, what is the other mark?

This plate has 900 in a lozenge / diamond shape, which seems to be unusual for silver. The other mark is a flower? Leaf? Any info or thoughts on this? Thanks!

:::: The other symbol seems to be an "Oak Leaf" and you would have to think this silver object came from Belgium at some point during the first half of the 20th century when Belgium had a non-compulsory hallmarking system. :::::
