Please help with silversmith mark

Hello, I have a French silver wine taster. It bears the Minerve 1st mark. I would greatly appreciate your help in finding the silversmith? The mark appears to have initials OC or perhaps CC? And the symbol in the center appears to be eyeglasses or spectacles. Thank you so much
