The vase has a hallmark as shown in the picture, and a Swedish import stamp. The candlesticks has no hallmarks apart from Swedish import stamps.

Hi,
It is Persian (Iran). The number is 84 for 840/1000.
Number 4 is distinctive in Persian alphabet, i.e. it is different from Arabic, therefore the attribution.
Besides, the form and décor is typical for Iran silversmiths.
