A candlestick (?) from France

Good afternoon
I need help on this one; it is silver plated copper.
I suppose it is a candlestick that is missing the pointy metal rod on which the candle would be set. It does not seem to be a church object, but what is the motif on the top part?
There is a hallmark on the washer at the bottom, it says "LF A PARIS" can somebody identify the maker?
I also have no idea of the possible age: perhaps first half of the XIX century?
