Please help me identify this small Asian fork

Hi
this small fork has Chinese characters on it and a mark also with Chinese characters. Is it Chinese or Korean, or?
Can you identify a maker and a place of origin? When was it made and what silver content shall I expect?

Hi there,

A belated reply: this is Chinese export silver, decoration at the top says 平安 (peace)
artisan mark is rather rubbed, but it seems to be 瑞興 (Rui Xing or Yui Hing), which is Canton-based.
