This is a salt or pepper shaker by Norwegian maker N.M. Thune, the dating most likely mid 20th century.

Try to open it unscrewing the disk at the bottom. Soak in warm water (not boiling). Hopefully it was used as pepper shaker; not badly oxidized, unlike salt shakers, and it`s worth trying to open and clean it. If left like this for longer time the screw may get completely stuck. There is another possibility that the lid is just pressed in. Do not use force, anyway !

So, it opens like this; easily, well done.
Three small holes on top tell it`s a pepper shaker. There are even minor remnants (residues) of pepper. It`s organic and better than salt. No harm done to silver. Wash it, though, anyway.
