Table Mountain Shielf on Mappin & Webb fork

Good day
I have found this in a local flea market in Cape Town today. It is a cake fork from Mappin & Webb in Princes Plate. It bares a W in shield that could be a plate date mark. It also bares a H in a diamond shape.
The shield is topped by Table Mountain. In the shield there is a anchor with an open book. On top of acher there seems to be an oil lamp on top of a crown. Any help with the shield and age will be welcome.
