Hi!
This is the brand of the silversmith "НБ" in St. Petersburg. I think about the 1840s.

Sorry, the dictionary on the phone changed the text. The question was why do you think these are silversmiths marks and not a assayer?

Mind my saying, but the maker's mark is И·Б (Latin IB) in my eyes. It is hardly an assayer's mark (Its seems to be missing). Anyway, the maker could be Ivan Bednyakov, but his known punch is Latin I·B (note centralized dot!), but again, he could have used several punches. Please note I wrote could! Anyway, he was active in St.P around 1825-1848. He made tableware. The small round town mark of St. Petersburg without a year was used in early/mid. 19th. century.
In case the И·Б would be an assayers mark (hardly), there is no assayer I know of punching И·Б in St.P during that period. If there was someone, the maker's mark would be missing indicating import.
By the way, what is it? One should always show the whole object or at least tell what it is! Have you showed all marks? If not, show the rest!
Unfortunately a tricky case!

Thanks for the answer.
It is a Biedermeier glass cup with silver fittings. There is another 84 mark under the glass side handle.
