German? Hallmarked dognose spoon

I was wondering if anyone could please help identify the maker /region for this dognose spoon? Possibly German?

I am almost sure, it is north Germany, but I can not find this makersmark in any book.
Not in Scheffler, GS in Niedersachsen,
not in Stierling,
not in Zeitzschel.

Ich not sure. The makersmark looks like IB, but it could also HB
