Looking for maker "IL"

This is a child's cutlery set marked for Sheffield 1828 I believe, but I can't identify the maker 'IL' in an oval. Any suggestions?

It may be a mark of Joseph Law who was active at the time. I have seen this mark before, on an 1827 fruit knife, but have left the identity as just "I L".
