Hi, probably German, the pole- dancing lion for the city of Bamberg, 13 for silver 13 lot or 812/000. The crowned V is a later Dutch duty mark for large items, used 1814-1893.
The maker's mark
R.W above 13, see Marc Rosenberg in
Der Goldschmiede Merkzeichen (Band 1): Deutschland A - C — Frankfurt a. M., 1922, RW in rectangle perhaps for Rudolf Weißenfeld mentioned in 1797/98

Let us wait for Theoderich to drop in.
Peter.
