I have identified this as german due to the 13 mark and possibly bavarian due to the pine cone mark?
I cannot seem to identify and date completely, so any assistance is greatly appreciated.

Forgot to mention that it was tested as sterling. Thank you

13 Loth fineness is .812,5. Not sterling (.925).
Combination of lion and Augsburg acorn suggests pseudo marks.

with an dobble headed eagle

But I do not know the company where it was made.

The mark above 13 which might look like F is just struck weakly. I think it's a shield which has a lion's face (or some other animal). You can compare it to a London silver town mark to see how it probably should look like. London mark is well known so similarly styled marks have been used as a pseudo marks. There are no easy “go to’s” on these Hanau mark combinations. However, in the following thread you can find a very good explanation of the familial relationship of two possible “usual suspects” firms. Going deeper via Trev’s link in there is one of the other firms using their mark along with a different styled “13”. Now a lot of past sample images have been lost in time, but you might find some more “13” samples in old threads by searching posts related to these firms…it is time consuming but that’s the nature of these things. And notice that the hatched-like design of your mark #3 is similar to ones used by particular firms (listed as NPR samples) and not at all like those used by other makers in Hanau. Unfortunately, these marks may have bounced around such that there’s no being absolutely sure without a greater body of samples to deduce who used what and when.
