6x Persian - Iran? Cup

So I think these marks are from Iran? The bottom right 2 symbols meaning silver?
What does the rest mean? 2 dots for 2nd degree silver?
Help is much appreciated, thanks

Bottom right is silver fineness 84 which has been discussed here many times. Numeral 4 differs in Farsi from Arabic, therefore we can tell it`s made in Iran.

Thanks AG2012 so that was correct, I didnt know the difference could be told by the number 4, good to know.
Good that this was back in my mind when I bought the cups, unknown topmark.
Wonder if its more like a maker mark, assay office or something completely different :)

There are at least two words above the 84 but the second one (on the left) is more or less rubbed out

The dots are all parts of different letters. The word which we see is صنعطي sanatiy. The translation is "industrial" but I think it can also refer to craft

I am not aware that this is a Persian name which makes this a bit of an outlier since we would normally expect to see the silvers smith's name,
