Could this be coin silver?

Hello all -
I would love some help identifying the marks on this tea and coffee service. I'm not sure if it's silverplate or coin - I haven't handled it in person. But the marks haven't turned up in any of my resources. I'm wondering if it could be related to John Wendt. Any thoughts would be appreciated!
