Spoon 18th century what town and maker?

Today I found this spoon on a flea market in Munich. Besides the French marks it bears a Prussian tax mark FW. A short look in Tardy was not successfull. I didn't find neither the F under crown nor the stork? mark. Could anybody please identify the origine of the spoon.

A friend of mine thinks it is not French but Dutch (the HAGUE)

The town mark of The Hague/Den Haag/’s Gravenhage is based on the coat of arms, the stork from 1450-1581 stork in a castle gate, 1582-1807 stork with eel in beak in crowned shield. The Hague year letter F for 1752. Town mark The Hague, Stork with eel under crown. Province of Holland, 1st standard mark, lion rampant under crown, for silver 934/1000. Makers mark, running greyhound (Windhond) in oval, for Hendrick de Wint I. Hendrick de Wint was a specialist in the field of cutlery, registered in The Hague 1741-1797.
