Silver fork with “Bear” hallmark

Dear Sirs,
This silver fork has a clear Russian silver 84 hallmark for the imported goods dated between 1899-1912. By the way the producer hallmark is a bear - it does not look like a Swiss hallmark and it does not have any city mark around. Could it be a Berlin producer? There is no any other traditional German hallmarks on it. The set includes 10 forks and all of them have only a bear and a Russian import hallmark. This design of the folk can be found with other German producers. Maybe somebody knows more details about this design and a producer? Thank you.
