Help to ID this Mark on a knife

Hi, I need help identifying this marks , it seems British, but I can't find anything exact.

It's a pseudo-mark, not a British silver hallmark. There is no date letter and the lion passant is just weirdly wrong. The central mark may be the best clue to its origin but I can't work out what it's supposed to be.

The middle mark perhaps pseudo duty mark (sovereign head), young Victoria?

This set of marks represent an unidentified NYC wholesale manufacturer presumed to be associated with Albert Coles. They are only found on hollow-handled pieces such as this and match his handle die designs.
