Tiffany Silver Soldered Object - What the heck is it?

Hi. I know who made it but I don't know what it is. Tiffany Makers, silver soldered. About 5.5" dia x 3.5" tall. The top of the little font or tank is open and threaded on the inside. I'm guessing it had a burner on top? The little arms are for snuffers?

Hopefully bumps aren't frowned upon but I'd still like to know if anyone knows what it is

In the past, some men had a small spirit burner, which was used to heat up tongs to shape a waxed moustache. Metal combs were also heated in a flame to straighten the hair in a beard. This object could be something like that. The arms wouldn't be needed for a snuffer, just replacing the lid would ensure the flame is extinguished. The arms look more like ring holders.
