R Mark, C. 1600, London?

A c. 1600 combination tongue depressor and tongue scraper is only marked with an R. It is probably that the silver piece was made in London. Does anyone recognize the maker?

A similar instrument is in the British Royal Collection and it is marked by Raimund Laminit, about 1520 to 1600, Augsburg.
