Incomplete London marking

These 4 spoons are marked with the sovereign, the crowned leopard, the date letter looking like W but must be a M for 1807 and the lion passant. The maker's mark is lacking. Are the spoons really made in 1807?

Is Wong Shing silver Sterling or another alloy?

I believe they are usually around 900/1000, but could be sterling.
