Is this a correct identity-CS FS 1915-Chester & Birmingh

Hi, This is my first post, so I hope I am posting correctly. If not, please let me know.

Could someone tell me if I have correctly identified this 2", pierced, sterling angel? brooch w/old "C" clasp. There are two hallmark sections on the front of the brooch:

CS (w/a star) FS
Lion Passant-sword?w/3 objects that I can't dechiper-letter "P".

Is this a queen, maybe of Scotland?
Also, when did they star/stop putting the hallmarks on the front of jewelry? Is this another method for identifying dates?

That sounds like a mark used by Cornelius Desormeaux Saunders & James Francis Hollings Shepherd. They had marks entered in Birmingham, London and Chester.

Yes, you got them right, the mark with the 3 objects is Chester.

Another question, is there a date line when marking the front of the item was used?
