Is this a mark for Chester?

HI! This is a brooch with maker's mark A.J.C., which I thought could be Alfred James Cheshire. But the city mark seems to be Chester, and he was located in Birmingham. I'm so confused. Am I correct that the city mark is Cheshire? In which case the A.J.C. is unknown (to me).

Hi and welcome to the forum

Yes, this is a Chester hallmark and yes, AJC is Alfred James Cheshire. Many Birmingham silversmiths sent silver to Chester for assaying. I understand that this was due to Chester offering a faster turn-round.
