Fish serving piece

This is a silver plate item from c.1860 I'd imagine. It's slightly over 8", much smaller than traditional fish slices (I am assuming it's for fish because of the engraving) . Does anyone know what particular fish it is for; I thought sardine server at first, but it seems their bowls are perpendicular to the stems.
