Cigarette case

Can anyone identify the 3 marks found on a cigarette case? The third mark is “85” maybe silver strength / purity (zlotniki utilized in Russia, Turkey, Persia, etc.)
The silver cigarette case with a dragon on the lid inside is gold plated.
If possible I would like to know where the cigarette case has been made (Russia? China? other?) and its age (the end of 19th century?).
