This silverplated piece was made in England c.1890. It's 13 inches (32 cm) long.
What is it called?

Well done!
This piece does hold two glass inkwells under a hinged lid. Not sure if that makes it a Standish (Inkstand) or just an inkwell.
I think a standish also included a couple of other items.
