Tea Caddy Spoon?

I've had this spoon for years and have always assumed it was a tea caddy spoon. Then when I look at all of the marine motifs I'm thinking maybe it's a fish sauce spoon, if there is such a thing. It seems kind of small to be a serving piece tho, It's 4.75" long. The bowl is very generous-1.75" wide and .50" deep. It has 2 hallmarks: a 3 masted ship and what appears to be GR or GP with crown above the letters. I've been searching scandinavian hallmarks but to no avail.
