This item measures 6 1/4 inches in length and is divided on the interior. It dates from the 1920's or 1930's.
What is it used for?

Maybe a needle case/etui.

No, too big for that. The opening is 1/2 inch wide and almost 1 inch long.

Is it missing any parts other than what goes inside it?

Looks like the case for a library set (scissors and letter opener).

Cheryl is correct! She also answered my next question-when I purchased this, it only came with the matching scissors and it was clear that something was missing, but l didn't know what.
Thanks, Cheryl!

I saw something that also had a small spoon and maybe a fork which seems unrelated but it had the scissors as well. Like a kit to be all purpose or something. If you know what I mean. The outer of the other kit was much more ornate but since you said there were scissors with it then that made me think of the other case thing I saw. It was about the same age and dimensions.

I am away from home this weekend, but will post a picture of the scissors. I believe that this is a library set because the scissors are quite long, which would make sense with cutting large paper or envelopes. Guess I will need to try to find the letter opener now.
