Unknown Sheffield Maker, Any Help Appreciated

I have a set of Cutlery with Mother of Peal handles, the silver collars on the knives are marked 1906 Sheffield with a makers mark of JS inside a tulip head shaped mark.
The fork tops are marked Sheffield 1899 with a makers mark of WB in an a double overlapping circlular type mark whilst the collars are the same as the knives.
I can't find these makers marks anywhere on the net, I dare say I'm just being thick but does anyone have an idea on them?

sadly I can't get a good focus on the marks themselves.
P.S. Does anyone know what a set like this is for? I bought them around 7 years ago from a Chester jewellers and I think they said they were confectionery or cake knives and forks, the forks are 3 pronged.
